Ms Laila Al Jassmi is the CEO of Health Policy and Strategy sector at Dubai Health Authority (DHA). She is responsible for the development of the policy and legislation for the health system in the Emirate of Dubai driven from Dubai Strategic Plan (DSP) 2015. Overseeing the implementation of the DHA Health strategy and conducting sector planning and forecasting. The sector will be involved in setting standards and policy for the healthcare across Dubai. This to assure that Dubai develops a world class health system, high quality Public Health and healthcare service provision.

Placing Dubai at the world health map is the main drivers for this sector.

Having worked for the Dubai Health Authority, she has extensive knowledge of the healthcare systems, Health reforms, strategic direction, planning and delivery of healthcare services. She was leading the process of the Dubai health reform that took place in 2007 and changes the structure and the role of Department of Health & Medical Services to Dubai Health Authority.

Laila is a graduate from the College of Allied Health Science and Nursing in Kuwait University and in 2007 secured her Masters in Executive Healthcare Administration from Zayed University. Also she is a graduate of Sheikh Mohammed Bin Rashid leadership program 2003.

She has been awarded certificates of appreciation including the Dubai Government Excellence Award (distinguish employee 2009) and the Sheikh Rashid Award for Scientific Outstanding (2008). She was also awarded the Feigenbaum Excellence Leadership Award for Women's leaders 2011.
Jocelyn “Joyce” Alumno is the President and CEO of Honors Integrated Marketing (HIM) Communications, Inc. – a private marketing communications firm that provides public relations, advertising, creatives, events management and general marketing services to corporate, government agencies, and non-government organizations. Concurrently, she is Executive Director & Chief Strategist of HealthCORE Research, Communications & Management, Inc. which she co-founded – a private corporation that serves as resource center for global healthcare management and medical tourism research and communications in the Philippines. In 2011, she got the privilege of serving as Country Representative in the Philippines for DM Healthcare LLC, which is the largest healthcare network in GCC (Gulf Cooperating Countries).

A staunch advocate of global healthcare travel and medical tourism, Ms. Alumno has led various initiatives in the Philippines by partnering with the government and private sectors in the development of the country’s brand positioning and marketing strategies for medical tourism. From 2008-2010, Ms. Alumno served as International Marketing and Communications Strategist to the Philippine Department of Tourism’s Office for Sports and Wellness Tourism. In 2009, she was appointed Secretary General for Health & Wellness Alliance of the Philippines and had a short stint in serving the Philippine Tourism Promotions Board as Vice President for Marketing & Communications in 2010. At present, she serves as Advisory Board Member of the Center for Medical Tourism Research (Texas, USA) and Board Member for Pacific Asia Travel Association (PATA) Healthcare Travel Task Force (Bangkok, Thailand).

Prior to running these two companies, Ms. Alumno spent her 11 years working for 3 foreign investment banks in different positions. Her extensive corporate career in leading foreign investment banks – ING Barings, HSBC and ABN AMRO – made her culturally adaptable with a global mindset as she worked with various nationalities across regions. Her experience in the corporate world ranged from operations management, HR, finance, to marketing and research. In her stint in Corporate Finance, she got herself immersed in the conduct of due diligence and valuation process of various corporate IPO’s, Mergers & Acquisitions, and Corporate Advisory transactions in the Philippines.
Samir Bouri is a Senior Vice President and Regional Manager of WorldCare, a US company delivering second opinion/telemedicine e-consultation and patient referral services since 1994. These services are provided by the WorldCare Consortium hospitals which are comprised of: Children’s Hospital Boston, Duke University Medical Center, Mayo Clinic, Partners HealthCare System, which includes Massachusetts General Hospital (MGH) and Dana-Farber/Partners CancerCare, and UCLA Medical Centre. WorldCare has a stellar reputation in the field of second opinion and is also the only company to possess an eighteen-year (18) strategic, technological and operational relationship with seven (7) of the top academic medical centers in the United States (The WorldCare Consortium hospitals).

Samir has developed and maintained the business relationships with WorldCare clients, the insurance companies. These insurance companies market second opinion on a “capitated” model enabling identified populations and businesses to obtain WorldCare’s second opinion, “peace of mind” services on an affordable and pro-active, rather than an expensive and reactive basis. To date, WorldCare has processed over 18,000 primary and second opinion studies in virtually every medical specialty and processed hundreds of referrals to US hospitals. In the past 16 years, Samir played an important role in seeing second opinion expands its presence from 12 to 46 countries and population to grow from few hundred thousand to several millions beneficiaries. Manuel Pais Clemente is a Full Professor and Chairman Department of Otorhinolaryngology at the Porto University School of Medicine. He completed his Residency Training Program at the Boston University School of Medicine in Boston, USA. Along with other duties he is President of the World Voice Consortium, Board Member of the Latin Societies of Otorhinolaryngology and Director European Medical Association. Besides his current areas of research and practice in Otorhinolaryngology his main interests include predictive, preventive and personalized medicine, innovation technologies and health policies. He has presented over 900 scientific papers, more than 250 published articles, he is member of 20 organizations and he has been awarded with numerous medals and honours.
Constantine Constantinides, M.D., Ph.D. Chief Executive, healthCare cybernetics Director, Health Tourism Enterprise Practice. Dr. Constantinides is an internationally recognized Health Tourism Domain thought leader. His Health Tourism Pedigree and Credentials make him a de facto Sector deep insider. Dr. Markus Frischhut, LL.M. has studied law in Innsbruck and Strasbourg and worked at Innsbruck University before he joined MCI Management Center Innsbruck, where he is a professor teaching and researching in the field of EU law. Dr. Uwe Klein, born 1951, had a medical education for internal medicine and occupational health in Germany and Canada. He implemented numerous projects in prevention and expatriate care with Siemens. After 1995 he became a consultant and trainer on cultural change, corporate strategy and communications, focusing on knowledge management and e-learning. His trainings are about intercultural communication, leadership, stress management and creativity. He initiated the 1st European Congress on Health Tourism 2008 in Munich, and later produced the EMTC in Venice 2010, Barcelona 2011 and Berlin 2012.

His company HCSIntl. in Munich is running a Cross-Border Healthcare Center for patient services and supervising treatments of medical travellers.
Zuzana Laukova, BSBA, graduated from City University of Seattle, Washington, USA. Having worked in the conference production industry for over eight years in Prague, Barcelona, Stockholm and currently in Dubai, Zuzana has developed a wide variety of skills.

Dato’ Dr Jacob Thomas, a medical doctor, is currently the President of Association of Private Hospitals of Malaysia. He was a Board Member and has served the Board since 1997, and was its Honorary Secretary from 1999 to 2004.

Dato’ Dr Jacob Thomas has vast experience in hospital management, after serving in various capacities at Sime Darby Medical Centre (SDMC) [formerly known as Subang Jaya Medical Centre (SJMC)] since 1985 and finally as the Executive Director/CEO of SDMC from 1998 till 2006. He is currently the Group Medical Advisor of Sime Darby Healthcare under Sime Darby Group. Sime Darby Medical Centre is reputed for its quality and service excellence, having achieved numerous national and international certifications and awards which include the Prime Minister Quality Award in 1998 and 2003, and the inaugural International Asia Pacific Quality Award in 2000.

Dato’ Dr Jacob Thomas is a member of the Consultative Panel of Healthcare sector of the Malaysia Productivity Corporation (MPC) which promotes inter-hospital benchmarking among the major private hospitals in Malaysia. He also serves as a Councilor and Board member of the Malaysian Society for Quality in Health (MSQH).
